Reports come to ACS in many ways. ANYONE can call and file an ACS complaint against anyone else. They will all result in a telephone call to the parents that are allegedly abusing a child.
The ACS worker then may make a home visit and demand to be let in, even at 5am. This is without a warrant and no court order. Even if there is nothing wrong with the child, ACS will want the parents to take a drug test and submit to parenting classes.
The reason that ACS does this is to protect their jobs and make it appear as it they are doing their jobs. Meanwhile, good families suffer and children who are in true need are ignored. Several children have died in abusive households while under the care of an ACS worker.
